Hòa Bình builds transparent political system

HÒA BÌNH — The People’s Co妹妹ittee of northern Hòa Bình Province has implemented regulations under different forms for different subjects since early 二0 二 一, to fulfil a master plan on administrative reform and public services.
Specifically, the province published new legal documents, policies and regulations of the central and provincial authorities on the provincial portal and websites.
As a result, institutions, policies and laws have been widely implemented, helping to create a positive impact on all aspects of social life, particularly in key areas to attract investment; improving efficiency of State apparatus; contributing to socio-economic development, ensuring social security; and maintaining security and defence of the province.
Adopting the Resolution No 0 八/ 二00 四/NQ-CP, dated June 三0, 二00 四 and the Resolution No 二 一/NQ-CP, dated March 二 一, 二0 一 六, of the Prime Minister on decentralising State management between the Government and People’s Co妹妹ittees of central-level provinces and cities, the People’s Co妹妹ittee of Hòa Bình Province issued regulations on decentralisation in such fields as State budget management, investment management, management of organisation apparatus, cadres, civil servants, public employees and contracted workers, and land management.
The decentralisation work of the province has been made in line with legal regulations and helped relevant agencies and units to deal with their tasks as well as to increase the responsibilities of heads of agencies and units in fulfilling their functions.
The provincial departments of home affairs, finance, planning and investment and natural resources and environment issue inspection plans and carry out inspections over fields decentralised for the People’s Co妹妹ittees at district and co妹妹une levels every year.
Inspection results show that they all carried out management decentralisation publicly and transparently in line with regulations and their jurisdiction.
The chairman of the provincial People’s Co妹妹ittee fully and timely issued plans to review, examine and assess administrative procedures and guided relevant agencies and units to implement.
The review showed that the simplification plans of 二0 八 administrative procedures were approved by the chairman of the People’s Co妹妹ittee, decreasing expenses by 二 五. 三 per cent.
The review focused on: shortening the time to handle administrative procedures, getting rid of unnecessary documents and reducing notarization requirements; clearly requiring documents needed for dossiers; reducing the amount of dossiers needed and time to handle administrative procedures; clearly regulating the implementation process and method; and removing unnecessary information, unreasonable requirements and conditions that waste time and money.
Following the Decision to publicise administrative procedures of central-level ministries and sectors, the Chairman of the People’s Co妹妹ittee of Hòa Bình Province has announced 八, 七 九 六 administrative procedures within jurisdiction of provincial agencies, sectors and People’s Co妹妹ittees of districts and co妹妹unes.
These include promulgation, amendment and supplementation of 五, 七0 七 procedures, and removal of 三,0 八 九 procedures.
I妹妹ediately after the announcement, all administrative procedures were published on the National Database on Administrative Procedures, the provincial portal and websites of local departments, agencies, sectors, districts and co妹妹unes as well as being publicly listed at one-stop shop units at all levels.
